Motion: ---
I move we waive the reading of the Minutes of the Regular Council
Meeting of January 18, 2006 and accept same as presented.

Paulus acknowledged that the Board would proceed to the item
listed under New Business at this time and address the other
items on the agenda thereafter.
1. Resolution
No. 2006-21, Preliminary/Final Plan Review, Lot Consolidation
of Various Properties, LNAA, 3311 Airport Rd., Allentown,
PA 18109 (Vote)
Mr. Lawrence
Krauter of the Lehigh-Northampton Airport Authority and Mr.
Mark Blaukovitch of McTish, Kunkel Associates appeared before
the Board and Council reviewed the lot consolidation plan
at this time. Mr. Krauter advised Council that the plan represents
an administrative exercise to cleanup the properties that
the airport has acquired within the boundaries of the new
and old Airport Rd., Race Street, and Schoenersville Rd.
He noted it is the intent of the Airport Authority to consolidate
the lots. Mr. Krauter further acknowledged that they had
no problem with the conditions for approval as recommended
by the Hanover Township Planning Commission. Mr. Krauter
indicated that they have essentially already prepared the
final plan which meets the conditions set forth by the Planning
Commission. The Township Attorney suggested that Council
first approve the requested waivers to the Subdivision and
Land Development Ordinance as requested by the Lehigh-Northampton
Airport Authority. The Township Engineer commented that all
the waivers are parts of the Subdivision and Land Development
Ordinance dealing with land development and they do not apply
to the lot consolidation. In that regard, Councilman Atkinson
made the following motion:

Plan, Lehigh-Northampton Airport Authority, as presented.

Mr. Krauter
noted that Mutual Aid Agreements between the airport’s
fire department and the Township’s fire department are
working out quite well and that the airport fire department
had been able to respond very quickly to a house fire within
the Township.

Township Manager
1. The
Township Manager advised the Board that the resident with the
bush that had presented a visibility problem at the corner
of
Pennsylvania Avenue and Clarence Street has removed the shrubbery
in question.
2. The
Township Manager advised that she has provided the Board with
copies of correspondence sent to Valley Plaza Shopping Center
setting forth the garbage maintenance requirements the Township
will impose on the shopping center.
3. The
Township Manager advised the Board that she has provided them
with a copy of a draft letter and registration form which it
is her intent to send to all Township residents relative to
the possible reinstatement of the Township’s summer recreation
program. A discussion ensued and it was the opinion of the
Board that language be added to the correspondence indicating
that the recreation program is not to be considered a daycare/babysitting
service for Township children. It was also noted that it be
stated that the minimum age for attendance was five years.
4. The
Township Manager advised the Board that she has provided them
with a copy of correspondence from Hanover Township, Northampton
County, wherein they expressed their concern over the significant
number of motor vehicle accidents occurring at the new Airport
and Schoenersville Rds. signalized intersection. In accordance
with their request, the Township Manager indicated that she
had the Township’s signal maintenance company check the
system and it was determined that everything is operating in
accordance with the PennDOT permit. The only recommendation
made by the signal company was that possibly the green arrow
instead of changing to green would go directly to red. However,
Mrs. Pudliner indicated that could cause a traffic backup if
that were to occur. After discussion, Council did not feel
that revamping the signal light at this time should be requested
from PennDOT. It was noted that Hanover Township, Northampton
County, through their police force, has enforcement powers
to monitor the speed limits and that the Township Manager of
Hanover Township, Northampton County, should be contacted regarding
that matter.

6.) Council
discussed the correspondence received from the Pennsylvania
State Police,
Troop M, with respect to the Cadet Program which they provide
and requesting a contribution from the Township in the amount
of $250. The Township Attorney noted that the program applies
to municipalities in Lehigh County. Accordingly, in resolution
of this matter, Council made the following motion:

I move that the Township authorize a contribution of
$250 to the Pennsylvania State Police, Troop M, Camp
Cadet Program. .

Councilman
Atkinson advised that the street lights are again out in
the Marcon Blvd. area. The Township Manager advised that
the Code Enforcement Officers have already reported those
lights to PPL. Councilman Kovacs opened a discussion relative
to the garbage at Valley Plaza Shopping Center. The Township
Manager indicated that in addition to her correspondence
the Township’s Building Inspector has put them on notice
of building code violations.

W. Hay, P.E.
Township Engineer
The Township
Engineer offered no report at this time. Upon questioning by
Councilman Atkinson, there was a discussion relative to the
digging going on to the right of the Route 22 ramp. It was
noted that a sinkhole had been located in that area and was
being repaired. Councilman Kovacs questioned the use for the
former Greif building property once the Greif building is demolished.
The Township Engineer indicated that they advised that there
would be two flex buildings built on that property.

Jackson Eaton, III, Esquire
Attorney's Report
1.) The
Township Attorney advised that the Assessment Office of Lehigh
County will be making another review of the refund in the Airport
Tax Appeal case. It would appear that it would be adjusted
down slightly. They will recalibrate those figures in and get
back to us. The Township Attorney noted that there will be discussions
regarding the repayment terms and that those discussions would
apply to all parties involved.

1.) Resolution
No. 2006-20, A Resolution Designating an Area of Compliance
in Accordance with Chapter 4, Part 4, Section 402, 104.3.2(B)
of the Property Maintenance Code of Hanover Township
(Vote)
The Township
Manager advised that this Resolution deals with the Township’s
reinspection on a five-year basis of various properties within
the Township. This area of compliance includes the property
of the Lehigh-Northampton Airport Authority. In resolution
of this matter, the Board made the following motion:
Motion: -------
I move that Resolution No. 2006-20, A Resolution Designating
an Area of Compliance in Accordance with Chapter 4,
Part 4, Section 402, 104.3.2(B) of the Property Maintenance
Code of Hanover Township be adopted as presented.

Mr.
Thomas Keim, 1635 N. Halstead Street, approached the Board at
this time and indicated that his mother had been involved in
an accident at the Airport and Schoenersville Rds. intersection.
His mother was traveling north on Airport Rd. and a car was going
south and the lady said she could not see the color of the light.
There was discussion with respect to putting louvered shields
on the covers of the light and the Township Manager was directed
to look into that matter.
