Budget Meeting and accept same as presented.

1.) Continuation
of Proposed 2012 Operating, Capital Reserve, Liquid Fuels,
Water and Sewer Budgets (Review
& Discussion)
The Township
Manager advised the Board that she has finalized all the revisions
to the Proposed 2012 Budgets and has provided the Board with
a clean copy of each Budget. In that regard, at this point in
the meeting, the Township Manager began a review with Council
of the General Fund Budget, Capital Reserve Budget, Liquid Fuels
Budget, Sewer Budget and Water Budget. It should be noted that
the Capital Reserve Budget had changed to reflect the surplus
revenues in the General Fund Budget which were placed in the
various Capital Programs based on a percentage value of each
program as same related to the total appropriation in the year
2012. After reviewing all the revisions with the Board, Council
was of the opinion that the budgeting process for the year 2012
had been finalized. The Township Manager indicated that in accordance
with the Township’s Home Rule Charter, the Budget Amendments
would be advertised seven days prior to the adoption of the Budget
which needed to take place before December 15, 2011. The Township
staff would finalize the budgets, advertise the budget amendments,
prepare revisions to the five-year Capital Program, and prepare
an Ordinance for the adoption of the 2012 Budgets. The meetings
for the adoption of the Budget would be scheduled by the Board
prior to December 15, 2011.
Chairman Paulus
closed the Public Hearing relative to the proposed 2012 Budgets.
It was noted that the next meeting of the Board regarding the Budgets
would be for the adoption of the 2012 Budgets. All other meetings
advertised for the Budget process would not be held.

At this point
in the meeting, there was a short discussion with respect to
the hiring of a new employee for the Public Works Department,
namely, a Maintenance Supervisor. The Township Manager noted
that she is proceeding with the interview process. There was
a brief discussion regarding various potential candidates. It
was noted, however, that the Board felt the sooner the Township
Manager could hire the new employee, the more time the current
Public Works Director would have with respect to the training
process.
