1.) New
Hanover Township Municipal Building, 2202 Grove Rd., Allentown,
PA 18109 (Review & Discussion).
Bogrette
of Kimmel Bogrette Architecture and Design as well as Ray Marijczuk
of Kimmel Bogrette appeared before the Board. Also accompanying
them was Peter Johnson and Anna Schmitz of ThinkGreen LLC.
Mr. Bogrette presented various story boards as well as pictures
showing the overall project of the new municipal building.
He reviewed with the Board the interior and exterior finishes
and requested approval of same. Mr. Marijczuk noted that presently
we are slated to begin the bidding in September of this year
since all drawings for the new Municipal Building are on schedule
for September bid. Mr. Bogrette showed finished drawings of
the exterior building showing mostly stone with a brick accent.
He also noted there was dryvit near the top of the building
by the roof resembling stucco. He stated the five foot overhang
would shield the dryvit, thus he had chosen an oyster grey
on the columns with a silver fox color on the dryvit. At this
point in the meeting, Mr. Kovacs reiterated his request for
the Hanover Township name to be placed on both sides of the
building. The Board was shown a clear anodized trim for the
windows and Mr. Kovacs questioned what the pitting time of
the anodized trim would be. It was felt it would extend between
10 and 15 years. Councilwoman Hayden questioned using triple
versus double windows sound installation in this building because
of the noise of the airport. There was discussion as to gaining
specifications from the Airport insulation study for same to
be reviewed. The Township will forward the names and phone
numbers of same to the architect. Metal will be used in the
rear of the Public Works Building on a vertical layout. It
will be silver in appearance and will be shielded by landscaping.
Councilman Dreisbach questioned the removal of the existing
trees in the park. After discussion, it was noted the Township
will have these removed and will be replanted and reused in the
new Municipal Building area where we can use same.
At this point
in the meeting, the architects moved to the meeting room near
the lobby. They would use the same carpet color as in the lobby
area. There will be a raised dais using a dark color finish
as well as a light bamboo color contrast for the tables. After
discussion concerning the light fixtures, Chairman Paulus stated
same would need further review. The light fixtures are four
vertical four-foot tubes hanging with an opal white cylinder
from the ceiling. In the hallway areas are a mottled brown
type carpet with a tiny blue small stripe along same. The name
is embellished with a burnished metal. The walls would be a
balanced beige in color. In the meeting room, there would be
Knoll acoustic wall panels in dark denim with a one-inch gap
between them. The wood ceiling would have gaps for acoustics
in a wood color. An interior finish colors sheet was provided
to the Board. Everything chosen is in a traditional palette.
When questioned concerning the size of the meeting room, it
was stated that it would hold between 60 to 75 people with
an overflow of 20 to 25 chairs along the side and the rear
showing a 20 to 25% bonus in the overage.
With the
exception of the meeting room light fixture (as noted above)
all interior finishes presented were approved. Peter Johnson
of ThinkGreen LLC, showed Council the story board concerning
the plants and the color palettes. It was stated in the storm
water area of the Municipal Building, wildflowers would be
planted as well as multi-stem trees and shrubs. The new Municipal
Building area would have trees such as red maple, river birch,
red cedar, red-stemmed dogwood and sweet bay magnolias. Since
most of the site is meadow, wildflowers consisting of purple
cone flower, lobelia, blue stems, switch grass, oak grass,
beard’s tongue, black-eyed Susan, and turtle heads will
be used. The green roof would have sedums of various types
planted on same. The basin would have seeds and plugs placed
10 to 18 inches on center. The Board was also presented with
lighting fixtures cut sheets for their review and would visit
these at a later meeting.
At this time,
Mr. Marijczuk stated since our soil analysis indicated poor
soil in some locations, we would be placing an additional basement
area under the meeting room. It would increase the cost between
$80,000 to $100,000 but would add approximately 1,400 feet
of basement area for storage. Also, the change to the garage
bays would increase same between $85,000 and $105,000 and the soil
remediation will have an increase between $60,000 and $85,000.
It was stated we are still between $3.5 to $4.6 million plus
$500,000 for the green roof and solar panels. There will also
be a variable system for the air conditioning/heat system to
be housed above the office area of the garage area. It was
noted all existing garages would be demolished later this year.
At this point in the meeting, Council was given a sheet for
items for review and discussion. They are as follows:
1.) Please
provide the requirements for your computer server. Our Electrical
Engineer requires the equipment specifications in order to
provide for the necessary electrical connections, Amps, Watts,
Volts, etc. The Township would forward the name of our hardware
vendor to the architect.
2.) The
base bid includes battery packs to provide the code required
emergency egress lighting. There was discussion concerning
placing a backup generator for the building. Same would be
discussed at a later time.
3.) Is
there a preferred vendor for fire alarm? Are any fire alarm
vendors excluded? Chairman Paulus noted that we would probably
be using our present vendor, which is B&K Security.
4.) Please
confirm that an isolated ground system is not required. Chairman
Paulus noted an isolated ground system would be required,
so he felt the answer would be no.
5.) Is
a lightning protection system requested? It was not in the
initial budget and could be an alternate in the bid documents.
Answer: No, none would be needed.
6.) Electrical
service is planned for 208Y/120V secondary service. Is 480Y/277V
service required for any equipment in the garage? Answer: No.
7.) Shall
we provide a drain system that can accommodate the entire
floor of the PW garage to be power washed? Answer: No.
8.) Please
execute a water-flow test and provide the results so that
our plumbing engineer could design the system accordingly.
Answer: The Township will provide the architect with the
name and phone number of the Bethlehem Water Department.
9.) Does
the PW department want to provide locations of hose bibs?
Or shall we make recommendations? Answer: Chairman Paulus
will review same with the Public Works Department.
10.) Are
overhead grilles at the lobby and 2nd floor reception required?
If the meeting room is utilized in the evening while the
reception desks are not occupied the offices will not be
secure. After further discussion, it was noted same should be
closed off in a secure fashion albeit through gates or glass.
It was also noted the 2nd floor area should be closed off.
11.) Are
there any requirements for doors to be operated by card access?
It was noted a further meeting concerning items 11, 12, 13,
and 14 would be discussed.
12.) If
the contractor encounters un-ripable rock, is blasting permissible
by all agencies (municipality, airport, etc.)? It was felt
blasting is permissible; however, the Township Engineer would
review same with the architect.
13.) Can
the Township carry-off and dispose of existing fill? Again,
the Township Engineer would review same. Chairman Paulus
noted he felt we could contact the airport concerning the
disposal of existing clean fill.
14.) Would
you like to control the heat and air systems with a PC based
control system? It was noted there should be a thermostat
in each room for the comfort level of each room.
