Township Meeting - Minutes

HANOVER TOWNSHIP, LEHIGH COUNTY
SPECIAL COUNCIL MEETING

December 28, 2007
4:00 P.M.

Present: -------Councilwoman Hayden; Councilmen Atkinson, Dreisbach, Kovacs, Paulus; Sandra A. Pudliner;

It should be noted for the record that Councilwoman Hayden attended the meeting via telephone conference as a result of a disability, which does not permit her attendance in person.

Approval of Minutes: December 19, 2007 - Regular Council Meeting

Motion: I move we waive the reading of the minutes of the December 19, 2007 Regular Council Meeting and accept same as presented.

Old Business:

Councilman Atkinson initiated a discussion with respect to paperwork provided to the Township by the Township Engineer depicting an example of a two way left turn lane marking. Mr. Atkinson again reiterated his concern over the markings placed on Catasauqua Rd. as a result of the new CVS Pharmacy development in the City of Bethlehem shopping center located off of Catasauqua Rd. Councilman Atkinson noted that as Council will recall he had suggested to the Township Engineer that the concept of bundling the markings should be reviewed and questioned why the Township Engineer had provided them with this depiction which in no way refers to the bundling of two way left turn lane markings. The Township Manager advised that this matter should be discussed in detail with the Township Engineer when he is in attendance at a meeting.

New Business:

Council reviewed pictures taken of the vandalism of the Sherwood Park area, which seems to be gang related. The Township Manager advised that Public Works has attempted to remove some of the spray paint markings throughout the park area and that the Code Enforcement Officers are patrolling the area more thoroughly. The vandalism has also been reported to the State Police.

There was also a discussion with respect to the upcoming PSATS convention to be held in Hershey from May 11 through May 14, 2008. Upon questioning the Board, all of Council, other than Councilwoman Hayden, indicated that they will be attending the convention. The Township Manager was directed to make the necessary arrangements.

Payment of the Bills:

Motion: I move we accept the computer printouts dated December 27, 2007, for the General Fund Account, Capital Reserve Account, Escrow Account, Liquid Fuels Account, Sewer Account and Water Account subject to audit.

Motion: I move Council authorize payment of Payroll (12/28/07); Voucher Nos. 13099-13101 (Prepaids); Voucher Nos. 13102-13133, from the General Fund Account in the amount of $43,394.18; Voucher Nos. 1797-1801 from the Capital Reserve Account in the amount of $153,723.10; Voucher Nos. 1755-1759 from the Escrow Account in the amount of $26,148.50; Voucher Nos. 1809-1813 from the Water Account in the amount of $1,577.55; Voucher Nos. 2954-2964 from the Sewer Account in the amount of $30,005.90 for a Grand Total Expenditure of $254,849.23.
