Township Meeting - Minutes

HANOVER TOWNSHIP, LEHIGH COUNTY
SPECIAL COUNCIL MEETING

Nov 3, 2003
7:00 P.M.

Present: --------------- Councilwoman Hayden; Councilmen Atkinson, Kovacs, Paulus, Williams;

Courtesy of the Floor:

Mr. Joseph Feskanin, 1680 N. Irving Street, raised several issues with the Board regarding the proposed 2004 Budgets, in particular, the General Fund Budget. He indicated that upon reviewing the Budget he noted that the Miscellaneous Department had an excessively high figure. He thought that might be an error. The Township Manager advised that the reason that particular department was so high resulted from the fact that there are funds showing therein under the line item for Contingencies, which have not as of yet been appropriated in the Expenditures portion of the Proposed 2004 Operating Budget. Mrs. Pudliner further noted that those funds would likely be appropriated into Capital projects. Mr. Feskanin also noted that he felt the expenses are up with respect to the Department for the Municipal Building, Planning & Zoning, and the Capital Reserve Expenditures.
Approval of Minutes: --- October 27, 2003 - Special Budget Meeting

Motion: --- I move we waive the reading of the Minutes of the October 27, 2003 Special Budget Meeting and accept same as presented.

Old Business:

1. Public Hearing – Continuation of Proposed 2004 Operating, Capital Reserve, Liquid Fuels, Water and Sewer Budgets (Review and Discussion)

Chairman Paulus opened the Public Hearing relative to the Proposed 2004 Budgets. Mr. Paulus advised all in attendance that this evening the Personnel Board is in attendance to meet with Councilmembers regarding Personnel matters, benefits, etc. An Executive Session will be held to review these issues and Council will not return to the meeting with any decision after those discussions. Accordingly, the Public Hearing on the Proposed 2004 Budgets was continued with the next hearing to be held on Monday, November 10, 2003 at 7:00 P.M.
