Township Meeting - Minutes

HANOVER TOWNSHIP, LEHIGH COUNTY
SPECIAL COUNCIL MEETING

November 7, 2005
7:30 P.M.

Approval of Minutes: ------ October 31, 2005 Regular Council Meeting

Motion: --- I move we waive the reading of the Minutes of the October 31, 2005 Budget Meeting and accept same as presented.

Old Business:

1. Public Hearing – Continuation of Proposed 2006 Operating, Capital Reserve, Liquid Fuels, Water and Sewer Budgets (Review and Discussion).

Chairman Paulus opened the Public Hearing relative to the Proposed 2006 Budgets. The Township Manager noted that the Board had not addressed the Miscellaneous Expenses portion of the Operating Budget. In that regard, the Board reviewed the Miscellaneous Department at this time. It was noted that employee retirement would need to be adjusted to reflect the actual salaries for employees in the year 2006. In addition, the Board noted that the Township Manager needed to make an adjustment with respect to the line item for Social Security to reflect the actual salary figures for Township employees in 2006. It was also noted that the report reflected that the library contribution to the Catasauqua Area Public Library has not as yet been made and that the payment should be made if it has not already been paid out. There was discussion with respect to increasing the line item amounts for the Community Action of the Lehigh Valley, Lehigh County Child Abuse, and the Greater Lehigh Valley Visiting Nurses. In resolution of the discussions, the following motion was made:

Motion: --- I move that the line item for Lehigh County Child Abuse be increased from $1,500 to $2,000, that the line item for Lehigh Valley Visiting Nurses be increased from $1,000 to $1,500 and that the line item for Community Action of the Lehigh Valley be increased from $1,500 to $2,000.

Council also revisited the Revenue portion of the Operating Budget and it was determined that the line item under the Department Earnings for Miscellaneous Receipts/Sale of Equipment would need to be adjusted to reflect the sale of the Township Fire Company Squad Truck. Accordingly, that line item was increased from $10,000 to $17,000.

At this point in the meeting, Council determined to review the Liquid Fuels Budget for the year 2006. With respect to the Revenues portion, the State Allocation was revised from $40,950 to $43,340. Total Year to Date Revenue was revised from $41,100 to $43,490 and ending balance was revised from $138,680 to $141,070. Additionally, Council discussed looking into investing the Liquid Fuels monies with the exception of monies necessary to retain the account in an interest bearing fund

Council further determined that the Public Hearing scheduled for Monday, November 14, 2005 would not be necessary. The next scheduled meeting is set for November 21, 2005 at 7:00 P.M.

At this point in the meeting, Chairman Paulus closed the Public Hearing relative to the Proposed 2006 Budgets.

There was a discussion regarding the submission to the Hanover Township Planning Commission by the Lehigh-Northampton Airport Authority representing a consolidation plan and Council instructed the Township Manager to have the Township Attorney review the plan prior to the Planning Commission meeting.
