Township Meeting - Minutes

HANOVER TOWNSHIP, LEHIGH COUNTY
SPECIAL COUNCIL MEETING

December 5, 2005
7:00 P.M.

Approval of Minutes: ------------------ November 28, 2005 Budget Meeting

Motion: I move we waive the reading of the Minutes of the November 28, 2005 Budget Meeting and accept same as presented.

Chairman Paulus noted that he has been advised that Councilwoman Hayden is seriously ill and the Board observed a minute of silence for everyone in attendance to offer a prayer for her full recovery.

Old Business:

1. Public Hearing – Continuation of Proposed 2006 Operating, Capital Reserve, Liquid Fuels, Water and Sewer Budgets (Review and Discussion).

Chairman Paulus opened the Public Hearing relative to the Proposed 2006 Budgets. The Township Manager advised the Board that she has provided them with a line item Budget reflecting all the revisions to the proposed Budgets made by the Board. The Township Manager did note that she has taken the liberty of revising the surplus fund figure to $600,000 based on additional revenues already received by the Township and advised that she felt the $600,000 figure was a good estimate of the surplus for 2005. The Township Manager further noted that the revised line item Budget reflects the millage decrease from ½ mill to ¼ mill. A discussion ensued with respect to the line item under Administration for Council salaries, which was shown at a figure of $10,000. It was determined as a result of questioning by Councilman Kovacs that that line item should have been revised to a figure of $12,500 and accordingly that change would be made to the Budget.

As a result of that change, the Highway Department line item for Future Road Construction Projects was revised from $608,500 to $606,000. Total Revenues and Expenditures for the Operating Budget remain the same. As a result of the change to the Capital item for Future Roads, the Capital Budget was revised to reflect the change in both Receipts and Expenditures for Future Road Construction Projects from $608,500 to $606,000. Total Revenues for the Capital Budget was revised from $1,518,500 to $1,516,000. Total Expenditures for the Capital Budget was revised from $1,518,500 to $1,516,000.

At this point in the meeting, Chairman Paulus closed the Public Hearing with respect to the Proposed 2006 Budgets. It was noted that the adoption of the Budgets would occur on Thursday, December 15, 2005 at 4:00 P.M.
New Business:

There was discussion with respect to a proposed residential development on Dauphin Drive. The Township Manager noted that the property is an approximate eight-acre tract and a developer has expressed interest in developing townhouses on the tract. The maximum number of townhouses would be 64 under the ordinance, but due to road systems and other issues, there would be at least 50 townhouses on the property. Water and sewer were major issues to be considered. Attorney Blake Marles called indicating his representation of the developer and suggesting that he may come to the Board to review the matter. The Township Manager advised that there are two ways to approach this since the zoning is industrial a variance for the use could be requested or a rezoning process for the tract could be initiated.

There was also discussion with respect to the recent zoning appeal for the proposed asphalt paving plant on property of John Krapf on Dauphin Drive. The Township Manager advised that the Zoning Hearing Board granted the request of the applicant. The Township Manager also advised that the record will reflect that the applicant testified that the process is a self-contained system and that odors are contained and that the only time odors are in the air are when the trucks are loaded with the product and driven away. The applicant indicated that the odor dissipates very quickly. The Township Manager further noted that the property is on the borderline between Hanover Township and the City of Allentown and that there should be no adverse affect on the Township’s park system.
