Township Meeting - Minutes

HANOVER TOWNSHIP, LEHIGH COUNTY
SPECIAL COUNCIL MEETING

October 20, 2008
4:00 P.M.

Present: ---- Councilwoman Hayden; Councilmen Atkinson, Dreisbach, Kovacs, Paulus; Sandra A. Pudliner; Vicky Roth

It should be noted for the record that Councilwoman Hayden attended the meeting via telephone conference as a result of a disability, which does not permit her attendance in person.

Approval of Minutes: ---------- October 13, 2008 Special Council Meeting

Motion: ------- I move we waive the reading of the Minutes of the October 13, 2008 Budget Meeting and accept same as presented.

Old Business:

1. Public Hearing – Continuation of Proposed 2009 Operating, Capital Reserve, Liquid Fuels, Water and Sewer Budgets (Review and Discussion).

Chairman Paulus opened the Public Hearing relative to the Proposed 2009 Budgets. The Township Manager advised the Board that after the last Budget Hearing, they had ended their discussions with the Revenue Department for Licenses, Permits, in particular, the line item for Park Permits. Council directed the Township Manager to determine the exact amount of beverage licenses. In that regard, the Township Manager noted that the actual revenue from beverage licenses is the amount of $2,300. The $3,700 figure noted in the Budget worksheet also included payment for a liquor license transfer hearing, as well as a temporary license for a business in the Township. Accordingly, it was determined that the Budget figure for beverage licenses would be revised from $3,700 to $2,300. The Township Manager also noted that with respect to Public Utility Realty Tax, the Township has contacted Lehigh County and they are unsure why the Township received a payment this year and will be researching same with the state and relate that information back to the Township.

Continuing with the Revenue portion of the 2009 Operating Budget, Council determined to revise Zoning/Building Permits from $10,000 to $7,500. Permits Other was revised from $2,000 to $1,500. Electrical Permits was revised from $2,000 to $1,500. Right-of-Way Permits was revised from $500 to $200. The above-referenced revisions are contained in the Department for Licenses and Permits.

At this point in the meeting, Council reviewed the Revenue department for Department Earnings and no changes were made to same at this time.

Council determined to proceed with the Expenditures portion of the Operating Budget at this time. In the department for Administration, Council Salaries was revised from $11,000 to $13,000. Building Inspector was revised from $15,000 to $13,000. Office Supplies/Repairs/Petty Cash was revised from $5,500 to $6,500. Auditing Fees was revised from $13,400 to $14,500. The Township Manager noted that EIT/BPT/LST Tax Commission shown at a figure of $55,535 would need to be revised to reflect the changes made by Council to the tax portion of the Budget. Council determined to end the discussions at this point in the meeting and continue the hearing to the next Budget Hearing which will be held on Monday, October 27, 2008 at 4:00 P.M. There was discussion with respect to addressing the Highway Budget at the October 27th meeting, as well as discussing the Water and Sewer Budgets with the Township Engineer. Accordingly, the Township Manager was requested to notify the Township Engineer and Public Works Director to attend the upcoming October 27 Budget Hearing. There was discussion relative to the fact that the Fire Chief would not be available for 4:00 P.M. Budget Hearings. Council determined that they would review the Fire Budget and if there were any issues those could be addressed at a Regular Council Meeting with the Fire Chief in attendance.

New Business:

1. Bill No. 2008-09, An Ordinance Amending Chapter One, Part Seven, Section I-724, Salary; Pay Rates of the Statutory Code of Hanover Township (Public Hearing).

Chairman Paulus opened the Public Hearing relative to Bill No. 2008-09. Chairman Paulus noted that this proposed ordinance addresses the Township’s policy with respect to the calculation of salaries which has been in place for several years. The only difference as reflected in this ordinance is that any increases will be capped to a limit of 5%. In resolution of this matter, the Board made the following motion:

Motion: ------- I move that Bill No. 2008-09, An Ordinance Amending Chapter One, Part Seven, Section I-724, Salary; Pay Rates of the Statutory Code of Hanover Township, be adopted as Ordinance No. 490.
