Security appeared before the Board to review issues regarding
the security cameras at Canal Park, as well as the potential
installation of security cameras at both Chestnut Grove Park
and Sherwood Park. With respect to the established security camera
system at Canal Park, Mr. Kosik noted that the internet is on
an old Allentown leg. RCN is working on it to change the modes
and should be adding a leg. Councilman Atkinson questioned whether
or not that affects the clarity and Mr. Kosik indicated that
without the upgrade there is a transmission problem. There was
a discussion that the State Police just want to be in a position
to be able to access tapes from the security cameras. They do
not wish to have any direct connection to our system.
Councilman
Dreisbach questioned the installation of a new camera system in Sherwood
Park and how the reception would be in that area. Mr. Kosik indicated
that the transmission should be better. He noted that the Township
would have to put a pole down there and a box up on the pole with the
cameras. With respect to Chestnut Grove Park, Mr. Kosik indicated that
everything would be right here and lines could be run from the park
to the Township Building.
With
respect to the operation of the current camera system at Canal Park,
Mr. Kosik indicated that the camera rewrites every two weeks but only
operates when it sees motion and then the pixels change.
Mr.
Kosik indicated that at Sherwood Park he felt that the pole should
be positioned near the parking lot and that he did not feel that high-tech
cameras were necessary. He would recommend three stationery cameras
and that the Township have a telephone pole put in down there. Mr.
Kosik also indicated that the cameras are true time and that anything
could trip the activation (i.e. a squirrel, a rabbit, anything moving,
etc.). Councilman Kovacs questioned why Mr. Kosik would not be in favor
of the swivel-type cameras. Mr. Kosik indicated that those cameras
sweep an area and they are not watching everything at one time. He
also noted that it is more cost effective to have a fixed picture.
Council as a whole felt the Township would be better getting a wide
shot from a fixed camera.
Councilman
Dreisbach questioned the time frame with respect to getting quotations
and having camera systems installed in April or May 2009. Mr. Kosik
indicated that it would not be a problem getting quotations together
for installation in the Spring 2009.

After Mr. Kosik
left the meeting, there was a discussion relative to information
provided to Council by the Township Manager from TuWay Communications
dated Wednesday, November 12, 2008. The Township Manager advised
that the Township Public Works Director is looking at their type
of installation of a camera system. It was noted that wireless capability
would be available. The Township Manager advised that Public Works
would like to look at this type of system more depth. Council agreed
that both the system proposed by B & K Security as well as TuWay
Communications should be reviewed and the Township would have the
option as to which way to go.
