Township Meeting - Minutes

HANOVER TOWNSHIP, LEHIGH COUNTY
REGULAR COUNCIL MEETING

January 19, 2005
7:30 P.M.

Present: --------------- Councilwoman Hayden, Councilmen Atkinson, Dreisbach, Kovacs, Paulus;

At this point in the meeting, Councilman Dreisbach addressed the Board and indicated that he greatly appreciated Councilman Kovacs taking him to the Lehigh County Association of Township Officials’ Convention. Councilman Dreisbach noted that he felt the convention was very worthwhile and he received a lot of information at the convention.

Reports:
1. Sandra A. Pudliner
Township Manager

1.) The Township Manager advised the Board that she has provided them with a copy of correspondence sent to U.S. Foodservice enclosing the letter received by the Township from a Township resident regarding noise disturbance. The Township Manager advised that she has not heard back from anyone as of yet.

2.) The Township Manager advised the Board that she has provided them with copies of correspondence from Pennsylvania One Call indicating that the Township received a refund of $733.62 with respect to fees paid to Pennsylvania One Call which should not have been charged due to the decrease in the Township’s population.

At this point in the meeting, there was some discussion with respect to regulations set forth regarding Pennsylvania One Call. The Township Manager was directed to check with the Township Engineer to determine if the Township’s Subdivision and Land Development Ordinance sets forth certain requirements. Councilman Kovacs also advised that he had for the Township Manager’s information a wage survey which he received at the Lehigh County Convention setting forth wage classifications per population. Councilman Kovacs gave the survey to the Township Manager for her review.

Chairman Paulus noted that the Township Engineer and Township Attorney were not in attendance and accordingly no report was offered at this time.

Chairman Paulus acknowledged receipt of a written Maintenance Report, written Fire Company Report, written Code Enforcement Officers’ reports and written Building Inspector’s Report and same were noted for the record.

Chairman Paulus acknowledged receipt of a written Maintenance Report, written Fire Company Report, written Code Enforcement Officers’ reports and written Building Inspector’s Report and same were noted for the record.

Motion: ------- I move we accept the computer printouts dated January 19, 2005, for the General Fund Account, Capital Reserve Account, Escrow Account, Liquid Fuels Account, Sewer Account and Water Account subject to audit.

Unfinished Business:

Councilman Kovacs commented that he had an opportunity to view the Canal Park property recently and noted that he felt an exceptional job had been done with respect to the park facilities. With respect to the former Witko Mobile Home Park, Councilman Kovacs noted that there are numerous trailers that need to be removed. The Township Manager commented that prior to the upcoming sale, the property owner would need to remove all those trailers from the property.

New Business:

1. Resolution No. 2005-22, A Resolution Appointing Thomas Keim to the Hanover Township Personnel Board (Vote).

Motion: ------- I move that Resolution No. 2005-22, A Resolution Appointing Thomas Keim to the Hanover Township Personnel Board be adopted as presented.

2. Resolution No. 2005-23, A Resolution of Hanover Township Authorizing the Destruction of Specific Township Records in Accordance with the Municipal Record Manual Approved on July 1993 (Vote).

Motion: ------- I move that Resolution No. 2005-23, A Resolution of Hanover Township Authorizing the Destruction of Specific Township Records in Accordance with the Municipal Record Manual Approved on July 1993 be adopted as presented.

Payment fo Bills:

Motion: ------- I move Council authorize payment of Voucher Nos. 10860-10863 (Prepaids), Voucher Nos. 10864-10917; Payroll dated 01/14/05, BC/BS (February), from the General Fund Account in the amount of $65,662.07; Voucher Nos. 1526-1528 from the Capital Reserve Account in the amount of $18,678.00; Voucher Nos. 1236-1239 from the Escrow Account in the amount of $1,658.00; Voucher Nos. 1503-1510 from the Water Account in the amount of $1,263.49; Voucher Nos. 2470-2480 from the Sewer Account in the amount of $25,131.81 for a Grand Total Expenditure of $112,393.37.

Courtesy of the Floor:

Mr. Thomas Keim approached the Board and thanked them for their consideration in appointing him to the Hanover Township Personnel Board. He thanked the Township for supplying Block Watch signage for the Allendale Apartments area and noted that they will need the posts for such signs. The Township Manager indicated that they should be in touch with the Township’s Public Works Director regarding same. There was some discussion regarding Catasauqua Lake and Mr. Keim noted that it is posted for no boating. Council indicated that their recollection is that the Fish and Game Commission requires same. Mr. Keim also noted that there is a geese problem in the Canal area. Councilman Atkinson commented that there is a certain time where you can get them out which occurs right before gestation. Mr. Keim further indicated that he was not aware of whether or not Council knew that there are two beaver families located in the Canal area down where 22 goes over the river.

Mr. Joseph Feskanin, 1680 N. Irving Street, commended Council on the appointment of Mr. Keim to the Personnel Board, which he felt provided representation for the residents on the western side of our community.
