Motion: -------
I move we waive the reading of the Minutes of the January
19, 2005, Regular Council Meeting and accept same as presented.

At
this point in the meeting, Council advised all in attendance
that the Board would be going into Executive Session immediately
following the meeting to discuss personnel issues and would
not return to the meeting after that time. Chairman Paulus
requested the Township Attorney’s attendance
Reports:
1.
Sandra A. Pudliner
Township Manager
1.) The
Township Manager advised the Board that she has provided
them with a copy of correspondence from Northampton Regional
Emergency Medical Services with respect to their staging
efforts in the Township. As Council will note they are
in the process of securing access cards from LVIA so they
can utilize their fire station. Mr. Wescoe of NREMS indicates
that they go there now but they need to have someone come
out and let them in.
Councilman
Kovacs questioned the Township Manager as to the status of the
PSATS Hall of Fame, in particular, Councilwoman Hayden being included
in same. The Township Manager advised that she had forwarded all
the information to PSATS and they indicated they would be in touch
with Mrs. Hayden. However, to date, they have not contacted her and
the Township Manager was directed to again check with them regarding
this matter.
2. Frederick W. Hay, P.E.
Township Engineer
1.) With
respect to the Canal Park issue involving wetlands, the Township
Engineer advised that wetlands had been delineated. They
have been located and a delineation plan will be prepared
and that would be used to deal with the state. The Township
Engineer noted that disturbed soil is one of the qualifying
factors. He advised the Board that after the plan is prepared,
then the Township could go from there.
3. J.
Jackson Eaton, III, Esquire
Township Attorney
1.) With
respect to the Tax Assessment Appeal of the airport, the
Township Attorney advised that the case will be argued before
the Supreme Court on April 13, 2005. He noted that he would
expect an answer some time over the summer.
2.) Council
has been provided with a copy of my correspondence from the
Township Manager with regard to employee compensation during
on call status.
3.) The
Township Attorney advised the Board that he has provided
them with a proposed ordinance to make a technical correction
to the description of property rezoned by Ordinance No. 441.
Said proposed bill is provided to the Board at this time
for introduction.
Accordingly,
at this point in time, Chairman Paulus introduced Bill No.
2005-1, An Ordinance Correcting Ordinance No. 441 by making
a technical amendment to Chapter 27, Part 16 of the Statutory
Code of Hanover Township, the Hanover Township Zoning Map,
by correcting the description of land rezoned south of Route
22 from medium density residential to planned commercial
to include an additional 2,922 square feet. The Public Hearing
on said proposed Ordinance will be held on Wednesday, February
16, 2005, at 7:30 P.M.
New
Business:
1. Resolution
No. 2005-24, A Resolution Granting Preliminary/Final Land Development
Approval to the Lehigh Northampton Airport Authority, 3311
Airport Rd., Allentown, PA 18109 (Vote).
Councilwoman
Hayden indicated to the Board that she would abstain from any
discussion regarding this item due to a potential conflict
of interest and left the meeting at this time.
Mr. Lawrence
Krauter of the Lehigh Northampton Airport Authority appeared
before the Board and advised Council that they are in agreement
with all the conditions proposed pursuant to the resolution
for approval. He noted that he would be happy to answer any
general questions regarding the project. At this point in the
meeting, Mr. Krauter and his associate also in attendance,
provided the Board with a site plan for their review. Summarizing
the intent of the project, Mr. Krauter advised that one of
the issues the airport had to deal with is the bottleneck downstairs
in the tunnel area which is only 28 feet wide. After the new
regulations on airport security passed following 9/11 checkpoints
were created. However, LVIA was only able to put in two lanes.
Mr. Krauter noted that in peak hours lanes become filled and
the airport knew they had to expand the security checkpoint.
They looked at the option of excavation, but that option became
cost prohibitive. They then determined to do something on the
ticketing level. The focus was on how to get the passengers
to the airport concourse. It was determined that they could
build on top of the old tunnel in part. This would triple the
capacity to six lanes. After determining where to build, the
issue became how to get the passengers over. They determined
to install escalators and elevators to take the people over
the bridge to the Wiley Post Concourse. Instead of going downstairs
to go through the checkpoint, people can walk across the bridge
to the building. People getting off use the tunnel to get over
to baggage claim. Mr. Krauter further noted that the baggage
area has been reconfigured and expanded. This will open space
for baggage carts, etc.
The Township
Attorney advised the Board that with respect to Condition No.
5 set forth on Resolution No. 2005-24, same related to the
granting of waivers and is not a condition of approval. With
respect to granting of the waivers, Council made the following
motion:

I move that the following waivers as
requested by the applicant be granted: (a) a
waiver of the total tract boundary map (SALDO,
Section 301.I); (b) a Waiver of a plan showing
all existing features (SALDO, Section 301.4N);
(c) a Waiver of a landscaping plan (SALDO, Section
301.E).

Councilman
Atkinson questioned Mr. Krauter as to the time frame
for the construction period.
Mr. Krauter indicated that they would definitely finish
the design phase and that it was their hope that they
would move forward this year with respect to the construction.
2. Resolution
No. 2005-25, A Resolution of Hanover Township, Lehigh County,
authorizing the destruction of specific Township records
in accordance with the Municipal Records Manual approved
on July 16, 1993 (Vote).
Motion: -------
I move that Resolution No. 2005-23, A Resolution
of Hanover Township Authorizing the Destruction of
Specific Township Records in Accordance with the
Municipal Record Manual Approved on July 1993 be
adopted as presented.
The
Township Manager advised the Board that in the
continuing process for elimination of our records
which the Township is not required to keep, she
has determined that numerous Code Enforcement Officer’s
records may be disposed of at this time. Accordingly,
this resolution provides the authority to do same.
