HANOVER TOWNSHIP, LEHIGH COUNTY
REGULAR COUNCIL MEETING

February 16, 2005
7:30 P.M.

Approval of Minutes: ------ February 2, 2005 Regular Council Meeting

Motion: ------- I move we waive the reading of the Minutes of the February 2, 2005 Regular Council Meeting and accept same as presented.

Reports:
1. Sandra A. Pudliner
Township Manager

Due to the absence of the Township Manager at this meeting, the Township Clerk advised Council she had no report.

Councilman Atkinson questioned the status of the mud removal on Marcon Blvd. at the HEFCO construction site. He stated he spoke to the Manager last week concerning the removal of this debris. Mr. Atkinson noted they had been given past warnings to remedy this situation to no avail and he felt a citation should be issued. Mrs. Roth stated she would advise both the Manager and the Engineer of this decision if this continues.

Township Engineer

Due to the absence of the Township Engineer at this meeting, there was no report.

3. J. Jackson Eaton, III, Esquire
Township Attorney

Attorney Eaton stated all of his matters were on the agenda.

Motion: ------- I move we accept the computer printouts dated February 16, 2005, for the General Fund Account, Capital Reserve Account, Escrow Account, Liquid Fuels Account, Sewer Account and Water Account subject to audit.

8. Building Inspector's Report (Written)

Councilwoman Hayden lead the discussion concerning the sinkhole on Cascade Drive. She questioned whether this matter had been rectified at this time and was advised by Mrs. Roth that the sinkhole had been repaired as well as the hydrants on Cascade Drive are now functioning.

New Business:

1. Councilwoman Hayden lead the discussion concerning the sinkhole on Cascade Drive. She questioned whether this matter had been rectified at this time and was advised by Mrs. Roth that the sinkhole had been repaired as well as the hydrants on Cascade Drive are now functioning. (Public Hearing).

With respect to this matter, Attorney Eaton advised Council that this Bill is presented as a result of a determination of the deed description, which excluded 2,922 square feet from the original ordinance. This involved a former driveway, which created an island and this Bill rectifies a technical correction to the original plan.

2. Bill No. 2005-02, An Ordinance to Include Long Weekends Within the Period During Which Employees May be Requested to be on Call. (Introduce).

At this point in the meeting, Council advised all in attendance that the Board would be going into Executive Session immediately following the meeting to discuss personnel issues and would not return to the meeting after that time.

3. Resolution No. 2005-26, A Resolution of the Governing Board of Hanover Township Authorizing and Empowering its Local Tax Collector, Berkheimer Associates to Impose and Retain Costs of Collection on Delinquent Taxes. (Vote).

Councilman Kovacs questioned whether these fees were average figures and was assured by Attorney Eaton that since Berkheimer does its collection statewide he felt that indeed they were average figures. However, Mr. Eaton noted that his office did not survey this matter. He noted since Berkheimer would be retaining the cost of these collections, the Township could require a breakdown.

Payment of the Bills:

Motion: --- I move Council authorize payment of Voucher Nos. 10918 (Prepaids), Voucher Nos. 10919-10972; Payroll dated 01/28/05, Payroll dated 2/11/05, BC/BS (March), from the General Fund Account in the amount of $79,573.47; Voucher Nos. 1529 (Prepaids); Voucher Nos. 1530-1535 from the Capital Reserve Account in the amount of $51,011.25; Voucher Nos. 1240-1246 from the Escrow Account in the amount of $14,903.75; Voucher Nos. 1511-1518 from the Water Account in the amount of $32,316.02; Voucher Nos. 2481-2497 from the Sewer Account in the amount of $93,161.20 for a Grand Total Expenditure of $270,965.59.
