Township Meeting - Minutes

HANOVER TOWNSHIP, LEHIGH COUNTY
REGULAR COUNCIL MEETING

June 20, 2007
7:30 P.M.

Present: ---- Councilwoman Hayden; Councilmen Atkinson, Dreisbach, Kovacs, Paulus; Sandra A. Pudliner; Vicky Roth

It should be noted for the record that Councilwoman Hayden attended the meeting via telephone conference as a result of a disability, which does not permit her attendance in person.

Approval of Minutes: ------ June 6, 2007, Regular Council Meeting

Motion: --- I move we waive the reading of the Minutes of the June 6, 2007 Regular Council Meeting and accept same as presented.

Reports:

1. Sandra A. Pudliner
Township Manager

The Township Manager offered no oral report at this time. However, Councilman Kovacs questioned the status of the sale of the Township’s squad truck. Mrs. Pudliner indicated that as Council will recall, the Township Attorney was researching the matter. The Township Clerk noted that she has been advised that the Township Attorney has indicated that no bid bond will be necessary with respect to the sale of this piece of equipment. Additionally, the Township Fire Chief has indicated that he will be contacting Northampton County to see if one of their fire companies is interested in purchasing the truck. Additionally, there is a fire chief’s meeting in July, which the Fire Chief will attend and he will bring the matter up at that time. The Township’s Fire Chief has indicated that he would like the Township to wait until he has an opportunity to determine if the vehicle can be sold locally. Councilman Kovacs commented that after the last meeting, some of the representatives of the Developer, B. Braun Medical, Inc., had indicated that they might have an interest in purchasing the vehicle. The Township Manager noted that she has not been contacted by anyone regarding that situation.

The Township Engineer was not present at the meeting and no report was offered at this time.

3. J. Jackson Eaton, III, Esquire
Township Attorney

The Township Attorney was not present at the meeting and no report was offered at this time.

7. Building Inspector's Report (Written)

Chairman Paulus acknowledged receipt of a written Maintenance Report, written Fire Company Report, written Code Enforcement Officers’ Reports and written Building Inspector’s Report and same were noted for the record.

There was a discussion regarding the status of the Township’s waterfall in Canal Park. The Township Manager advised that Public Works is working with the installer to determine why the leaking is occurring. Councilman Kovacs also advised the Board that there was a typographical error in the Building Inspector’s Report where a resident’s name had been misspelled.

8. Treasurer’s Report (Written)

Motion: --- I move we accept the computer printouts dated June 19, 2006, for the General Fund Account, Capital Reserve Account, Escrow Account, Liquid Fuels Account, Sewer Account and Water Account subject to audit.

Unfinished Business:

Councilman Dreisbach questioned the Township Manager as to the status of the installation of a signal light at the Race St. and Willowbrook Rd. intersection. The Township Manager advised that PennDOT is apparently backlogged in their review process and have the plans to review. PPL has indicated they will not take any action until they are provided with the approved PennDOT plans.

Motion: --- I move that we amend Bill No. 2007-6 to reduce the waiting period after the expiration of Pennsylvania Vehicle Registration or Pennsylvania Certificate of Inspection or Emissions Inspection from two months to 30 days.

Motion: --- I move that Bill No. 2007-6, An Ordinance Amending Chapter 15, Part IV of the Statutory Code of Hanover Township to Restrict the Parking of Vehicles Without Current Registration or Current Inspection Certificates on Public Roads, be adopted as amended as Ordinance No. 474.

Motion: --- I move Council authorize payment of Payroll dated 5/18/2007; Payroll dated 6/1/2007; Payroll dated 6/15/2007; Voucher Nos. 12637-12639 (5/31/07 Prepaids), Voucher Nos. 12640-12646 (6/20/07 Prepaids), Voucher Nos. 12647-12708, from the General Fund Account in the amount of $866,266.25; Voucher Nos. 1741 (6/20/07 Prepaids), Voucher Nos. 1742-1748 from the Capital Reserve Account in the amount of $7,610.77; Voucher Nos. 1599-1608 (5/31/07 Prepaids), Voucher Nos. 1609-1623 (6/20/07 Prepaids), Voucher Nos. 1624-1629 from the Escrow Account in the amount of $14,896.50; Voucher Nos. 1749-1754 from the Water Account in the amount of $252.46; Voucher Nos. 2858-2859 (5/31/07 Prepaids), Voucher Nos. 2860-2870 from the Sewer Account in the amount of $57,611.53 for a Grand Total Expenditure of $946,637.51.
