Township Manager
1. The
Township Manager advised that per the Township Attorney a
Resolution has been prepared and is listed on the agenda
for the authorization for certain individuals to attend the
Pennsylvania State Association of Township Supervisor’s
Convention in Hershey, Pennsylvania.
2. With
respect to the issue regarding the installation of Opticom
Traffic Control Units at the intersection of Airport and
Race Street and Airport and Schoenersville Road, the Township
Manager advised that she has received information from Hanover
Township, Northampton County, with respect to the cost for
such installation by their traffic installer. The difference
in cost is minimal. Accordingly, the Township Manager advised
the Board that she has indicated to the Manager of Hanover
Township, Northampton County, that Hanover Township, Lehigh
County, will utilize their traffic installer; namely, Signal
Service, Inc., to install the Opticom Traffic Control Unit
at the Airport and Schoenersville Roads intersection. With
respect to the Airport Rd. and Race Street intersection,
the Township Manager advised that the Township’s ambulance
provider, Northampton Regional Emergency Medical Services
has indicated that their budget for the year 2004 does not
provide for a one-half payment toward the installation of
the Opticom Traffic Control Unit at the Airport Rd., Race
Street intersection. Additionally, the Township Manager noted
that NREMS has advised that they now have a presence at the
fire station located on the airport property and would utilize
the Airport Rd., Race Street intersection to address problems
in the Township. Additionally, NREMS has indicated that other
boroughs and townships are on a yearly basis installing these
units at various intersections within their communities.
Council discussed the matter and determined that the Township
would do the intersections of Airport Rd. and Race Street
and Airport and Schoenersville Roads this year and then budget
for installing the traffic control units at other intersections
in the Township in future years.
3. The
Township Manager advised the Board that she has provided them
with a copy of the Zoning Hearing Board hearing notice for
Dunkin Donuts, which will be held on Wednesday, January 28,
2004 at 7:00 P.M. As Council was aware, Dunkin Donuts will
be seeking a variance for the use for their location at the
Airport and Lloyd Street intersection.
4. As
requested by Councilman Williams, the Township Manager noted
that she will be receiving information from PSATS with respect
to the health insurance plan which they provide through Trustee
Fund.
5. The
Township Manager advised Council that Mr. Robert Spangler,
the Superintendent of the Catasauqua Area School District
called and left a message with respect to the creation of
a liaison committee involving all the municipalities in the
Catasauqua Area School District and requesting the Township’s
participation in same. The message left on the voicemail
indicated that the first meeting is February 11, 2004 at
Scheckler Elementary at 7:00 P.M. Upon returning Mr. Spangler’s
call, he was unavailable and I am still awaiting a return
call from him to secure more details. As soon as those details
have been provided, I will be in a position to review this
matter further with Council.

Attorney's Report
The Township
Attorney indicated to the Board that he has nothing to
report other than the fact that he has provided the Board
with correspondence regarding the handling of fire police
appointments by the Township.

Chairman Paulus
acknowledged receipt of a written Maintenance Report, written
Fire Company Report, written Code Enforcement Officers’ Reports
and written Building Inspector’s Report and same were noted
for the record.
A discussion
ensued with respect to the renovation of the C.L. Checkers facility
on Airport Road. Council felt that a parking problem may exist
and that the Township Manager should keep an eye on the situation.

move we accept the computer printouts dated January
21, 2004 for the General Fund Account, Capital Reserve
Account, Escrow Account, Liquid Fuels Account, Sewer
Account and Water Account subject to audit.

1. Resolution
No. 2004-25, A Resolution Authorizing the Attendance of Certain
Township Officials, Employees and Consultants at the Annual Pennsylvania
State Association of Township Supervisors Convention (Vote).

move that Resolution No. 2004-25, A Resolution Authorizing
the Attendance of Certain Township Officials, Employees and
Consultants at the Annual Pennsylvania State Association of
Township Supervisors Convention, be adopted as presented.

Payment
of Bills:
Motion: --- I move Council authorize payment of Voucher Nos.
10119-10122 (Prepaids), Voucher Nos. 10123-10171, Payroll
dated 01/02/04, Payroll dated 01/16/04, from the General
Fund Account in the amount of $75,000.02; Voucher Nos.1411-1418,
from the Capital Reserve Account in the amount of $4,082.17;
Voucher Nos. 1166- 1168 from the Escrow Account in the amount
of $3,765.50; Voucher Nos. 1399-1405 from the Water Account
in the amount of $32,454.23; Voucher Nos. 2258-2270 from
the Sewer Account in the amount of $19,869.60 for a Grand
Total Expenditure of $135,171.52.

A
discussion ensued at this time initiated by the Township
Attorney. He felt that there may be the necessity for a charter
amendment
in order to make everything consistent with the bid rules,
to avoid any issues involving the Township Manager’s
ability to sign contracts for any purchases over $1,500.
The Township Attorney requested a motion with respect to
the proposed
contracts for the installation of traffic control equipment
at the intersections of Airport and Race Street and Airport
and Schoenersville Roads. Accordingly, the Board made the
following motion:

move that we authorize the Township Manager to enter into
contracts for the installation of Opticom Traffic Control
Units at the intersection of Airport and Race Street and
Airport and Schoenersville Roads.
