Township Meeting - Minutes

HANOVER TOWNSHIP, LEHIGH COUNTY
REGULAR COUNCIL MEETING

October 17, 2007
7:30 P.M.

Present: ---- Councilwoman Hayden, Councilmen Atkinson, Dreisbach, Kovacs, Paulus; Vicky Roth

It should be noted for the record that Councilwoman Hayden attended the meeting via telephone conference as a result of a disability, which does not permit her attendance in person.

Absent: ---- J. Jackson Eaton, III, Esquire; Frederick W. Hay, P.E.; Sandra A. Pudliner

Courtesy of the Floor: Mr. Joseph Feskanin of 1680 N. Irving Street appeared before the Board questioning the size and intensity of the fire on Monday, October 15, 2007. Mr. Feskanin requested the name of the owner of the building. He was informed that Airport Associates, LLP is the owner. The Township Clerk informed Mr. Feskanin that the owners of the building had been notified of the fire, which is now under investigation and said structure is said to be demolished in the near future. The Building Inspector has also visited the site and after his investigation and in speaking to the Township Fire Marshall will be sending a letter to the developer concerning demolition of the other structures on the property.

Approval of Minutes: ------ October 3, 2007, Regular Council Meeting

Motion: --- I move we waive the reading of the Minutes of the October 3, 2007 Regular Council Meeting and accept same as presented.

Reports:

1. Vicky Roth
Township Clerk
1.) The Township Clerk advised Council the Township truck has been sold for $1,800 to Hanover Collision Center and that the title has been transferred at this time.

2.) Council should also be advised that the Township car had transmission problems. It has gone in for repairs and after a period of two weeks, the Township car is back up and running.

3.) The Township Clerk reminded the Board that the Budget Hearings shall commence next Monday, October 22, 2007 at 7:00 P.M. Said meetings shall continue each Monday through the end of November.

At this time in the meeting, Councilman Atkinson noted that there is a drywall cistern in front of 1834 Pennsylvania Avenue, which has been removed. The Township Clerk stated she would advise both the Building Inspector and the Township Engineer of same. Councilman Dreisbach inquired as to the beginning of leaf pickup for the fall season. He was advised leaf pickup would begin next week on Mondays and Tuesdays, weather permitting. Councilman Atkinson inquired as to why there was an allowed macadam parking lot in front of the new Emergi-Center since he thought the Board approved stone which is impervious and not macadam which was laid down. The Township Clerk will check with the Township Engineer concerning same.

1.) The Engineer was absent and there was no report.

3. J. Jackson Eaton, III, Esquire
Township Attorney

The Township Attorney was absent and there was no report. The Township Attorney is on vacation.

4. Maintenance Report (Written)

The Board questioned the status of the trees being trimmed along Catasauqua Road near Pennsylvania Avenue. The Public Works Director has notified the City of Bethlehem and has not received an answer concerning this matter.

6. Code Enforcement Officers' Report (Written)

Councilman Atkinson questioned John Lemos’ report dated September 5, 2007 in which Mr. Lemos received a call from Tri-City Powersports regarding a man on a yellow mini motorbike and also a man in a green pickup truck driving recklessly in the area. Mr. Lemos’ report stated he knew who both vehicles belonged to and spoke to the individual in the truck and reported the mini bike incident to PSP. Mr. Atkinson inquired whether this was an ongoing matter or a festering issue. The Township Clerk will report back to Council on same.

7. Building Inspector's Report (Written)

Chairman Paulus acknowledged receipt of a written Maintenance Report, written Fire Company Report, written Code Enforcement Officers’ Reports and written Building Inspector’s Report and same were noted for the record.

8. Building Inspector's Report (Written)

Motion: --- I move we accept the computer printouts dated October 17, 2007, for the General Fund Account, Capital Reserve Account, Escrow Account, Liquid Fuels Account, Sewer Account and Water Account subject to audit.

Unfinished Business:

At this point in the meeting, Councilman Kovacs noted for the record the receipt of a letter the Township has sent to U.S. Foods concerning tractor trailer traffic in the Troxell Street area.

1.) Bill No. 2007-10, An Ordinance Vacating Steelstone Road for its Entire Length (Vote).

Chairman Paulus noted that on October 3, 2007, a Public Hearing was scheduled and the only matter outstanding would be the vote.

Motion: --- I move that Bill No. 2007-10, An Ordinance Vacating Steelstone Road for its Entire Length, be adopted as Ordinance No. 479.

New Business: NONE

Payment of the Bills:

Motion: --- I move Council authorize payment of Voucher Nos. 12903-12912 (Prepaids), Voucher Nos. 12913-12973, Payroll dated 9/21/07, Payroll dated 10/5/07, from the General Fund Account in the amount of $190,719.54; Voucher Nos. 1777-1779 (Prepaids), Voucher Nos. 1780-1786 from the Capital Reserve Account in the amount of $62,857.68; Voucher Nos. 1729-1739 (Prepaids), Voucher Nos. 1740-1744 from the Escrow Account in the amount of $28,615.78; Voucher Nos. 1785 (Prepaids), Voucher Nos. 1786-1796 from the Water Account in the amount of $45,440.43; Voucher Nos. 2916 (Prepaids), Voucher Nos. 2917-2926 from the Sewer Account in the amount of $19,838.00 for a Grand Total Expenditure of $347,471.43.
