via telephone conference as a result of a disability, which does
not permit her attendance in person.

Township Manager
1.) The
Township Manager advised the Board that she has provided them
with a copy of a notice relative to the Zoning Hearing to be
held on August 23, 2006 on behalf of the Applicant, Crafco, Inc.
The Township Manager explained that the request is for a variance
from the height requirements for accessory structures. Twenty
feet is allowed and 30 feet is proposed for a storage tank on the
property. Council determined that they would take no action with
respect to the upcoming Zoning Hearing.
2.) The
Township Manager advised that correspondence, a copy of which
has been provided to the Board, has been sent to a property
owner on Pennsylvania Avenue relative to illegal signage on
the premises. If the signage is not removed within the required
time frame, a citation will be issued. The Township Manager
also noted that there is another outstanding item with the
property owner regarding a nonpermitted pool on the premises.
A citation has been issued before the local magistrate in that
regard.
Councilman
Kovacs advised all in attendance that he wished to thank the Township
Manager and Township Clerk for their fine assistance in providing
him with information regarding a presentation, which he will be
giving at the Lehigh County Association of Township Officials Summer
Convention. The subject matter of the presentation was the Township’s
Canal Park.

Frederick W. Hay, P.E
Township
Engineer
1.) The
Township Engineer advised that he has been informed that
certain members of the Board feel that several of the manholes
on Marcon Blvd. should be repaired. Mr. Hay indicated that
he had viewed the site and that the manholes in question
are maybe one-quarter to three-eighths of an inch low. It
was his professional opinion that nothing could be done to
rectify same other than the installation of dog dishes, which
are plastic inserts that can be utilized around the manholes.
Councilman Atkinson commented that he felt there were five
manholes that were a problem, but the Township Engineer indicated
that he did not know of any way to remedy the situation.
2.) With
respect to roughness of the roadway as same relates to the
repaving of Marcon Blvd. as part of the road program, the Township
Engineer advised the Board that he has driven Marcon Blvd.
and does not feel there is a problem. Councilman Kovacs commented
that there is somewhat of a problem there. Councilman Atkinson
commented that it is almost like you have a tire that is out
of balance and felt there was a slight problem.
3.) With
respect to installation of a signal light at Race Street
and Willowbrook Road, the Township Engineer advised that
the traffic signal light designer needs more survey information
and that his office will provide that information to
him this week. Then, Mr. Hay indicated, it will just
be a matter of submitting everything to PennDOT for approval.
Councilman
Atkinson inquired as to whether or not the Township will
be asking Allen Township for a contribution to the signal
light. He indicated that it is his recollection that when study
of the entire area was done many, many years ago, Allen Township
had contributed monies to that effort. Accordingly, Councilman
Atkinson felt that Allen Township should be contacted and
asked to make a contribution toward the signal light cost.
4.) With
respect to Canal Park, the Township Engineer indicated
that they still have not heard from the U.S. Army Corps
of Engineers with respect to our request and that his
office will continue to attempt to contact them.
With
respect to recent flooding of Canal Park, Councilman Atkinson
inquired as to whether or not there is anything we can
do to alleviate flooding. The Township Engineer indicated
that the Lehigh River was so high that it blocked the pipes
and that they were not draining. He was unaware of anything
that could be done to alleviate that situation.
5.) With
respect to the Lloyd Street drainage problem, the Township
Engineer advised that the problem appears to be that
there is an 18 inch and 24 inch pipe coming into a junction
box and exiting into a 24 inch pipe which goes into a
drainage pipe down on Irving Street. The Township Engineer
was of the opinion that the drainage pipe should be a
36 inch pipe and noted that PennDOT is making the developer
of the proposed Airport Road Shopping Center improve
the problem. A new pipe will go all the way down to the
Allendale swale.

Township Attorney
1.) The
Township Attorney advised that on the Agenda as items under
New Business are some draft ordinances which the Board
had asked him to prepare and which can be addressed at
that time.
2.) The
Township Attorney advised the Board that in preparing for
the recent Liquor License Transfer hearing, he noticed
that our ordinance is vague as to what type of notice should
be given to the neighbors. In that regard, he advised that
he has prepared a draft ordinance for consideration by
the Board as an item under New Business.
Councilman
Dreisbach inquired as to whether or not correspondence had been
forwarded to the baseball team, which had caused a problem at Sherwood
Park. The Township Manager advised that correspondence has been
sent to the team and that a copy of same will be provided to the
Board.
1.) Resolution
No. 2006-27, Adoption of the Five Year Capital Program for the
Years 2007-2011 (Vote).
The
Township Manager advised that the program has been amended
to reflect the exact monies available in the accounts as of
the
date of the revision and an explanation has been provided in
the cases where appropriations and expenditures do not match
as a result of the need for further funding in the year 2006.

2.) Bill
No. 2006-2, An Ordinance Amending Section 701, Chapter 13, Part
7 of the Statutory Code of Hanover Township to Permit the Township
Manager to Grant and Rescind Designated Parking Spaces for Disabled
Persons (Introduce).
Bill No. 2006-2
was introduced at this time with a Public Hearing on same to
be held on Wednesday, August 16, 2006 at 7:30 P.M.
3.) Bill
No. 2006-3, An Ordinance Amending Chapter 15, Part 6, General
Parking Regulations of the Statutory Code of Hanover Township
to Prohibit Parking in Canal Park after Operating Hours (Introduce).
There was discussion
relative to the proposed ordinance and the Board felt that in
addition to Canal Park, the prohibited parking should also exist
for the parking lot at Sherwood Park and accordingly the ordinance
was amended to reflect same.
Bill No. 2006-3
was introduced at this time with a Public Hearing on same to
be held on Wednesday, August 16, 2006 at 7:30 P.M.
4.) Bill
No. 2006-4, An Ordinance Amending Chapter 13, Part 6, Section
602 of the Statutory Code of Hanover Township to Provide for
a Ten Day Notice by Mail of Liquor License Transfer Hearings
(Introduce).
A discussion
relative to this proposed ordinance occurred at this time. It
was determined that the ordinance should be revised to also reflect
the notice requirements for advertising of the Public Hearing
and accordingly the matter was tabled at this time for reintroduction
at the next Council meeting.
Councilman Kovacs
commented that the Board has received a copy of correspondence
from Han-Le-Co Fire/Rescue dated July 26, 2006 with respect to
their use of the defibrillator to save the life of an employee
at a business within the Township. Councilman Atkinson commented
that the Township has also trained all its employees with respect
to CPR and utilizing of the defibrillator, which is now present
in the Township Building.
At this point
in the meeting, the Township Attorney reviewed a matter with the
Board in the case of the Lehigh-Northampton Airport Authority Tax
Assessment Appeals. It should be noted for the record that Councilwoman
Hayden excused herself from these discussions and was not present
for the discussion as a result of her presence as a board member
of the Lehigh-Northampton Airport Authority. The Township Attorney
presented Council with a copy of a plan prepared by Lehigh County
showing all the other airport properties not part of the appeals
process as well as a listing on the plan. With respect to the properties,
the County has asked the airport to explain what the current use
is of these properties. If related to an airport use, then they
are exempt, but certain uses would not be exempt.
